Open the image outlines2.jpg with GIMP
Select the blue area using the "Fuzzy Select Tool" with the option "Add to the current selection"
Select borders of current selection
using "Border" in the "Select" menu
Let us set the border width to 15 pixels.
It should look like this now.
"Quick Mask" is a GIMP-feature to have a closer inspection on selections. The selected areas will turn red.

It looks like this now.
Now we will use the "Gaussian Blur"
The radius will be 50px.
It should look like this now.
We will disable "Quick Mask" now.
Use the "Select by Color" tool and select the whole blue area again. The intersect option will calculate the intersection of the old selection and the current one.
Now it looks like this.
We will fill the selected area with color. I will select the background color white.
And this is the result
